STATEMENT FROM THE RT HON PETER LILLEY MP

Peter Lilley welcomed Sir Paul Kennedy's forthright endorsement of his past claims for the Parliamentary allowance and rejection of any need for repayment. Sir Paul concluded that "I am at a loss to understand why the Review should state that what you claimed was not permitted under the ACA [Additional Cost Allowance] ... I allow your appeal in full."
 
Peter Lilley added "Nonetheless, the whole system of allowances was indefensible and we MPs have only ourselves to blame for damage it has caused to the reputation of Parliament. So I strongly supported the Legg Review process.
 
"I was confident that my own claims would not be a problem since they had been rigorously examined by the Fees Office and the Scrutiny Committee after which I was urged to stand as Chairman of the Standards Committee.
 
”So I was surprised that the Legg review suggested, albeit tentatively and with no implication of impropriety, that my HSBC mortgage used to replace the approved initial personal loan (with which the Legg Review does not take issue) used to buy my second home infringed a supposed technical rule. When challenged the Legg Review team could not identify any such rule - hence Sir Paul's decision to uphold my appeal.
 
"It is important that Parliament and the Independent Parliamentary Standards Authority now move swiftly to replace the discredited old system by one which is as transparent as possible and reduces the value of allowances to a minimum.”
